Since 2025, the Dutch Tax Authority has been actively checking for false self-employment (schijnzelfstandigheid). That raises questions: what does this mean for your organisation? And what’s involved in hiring a self-employed professional?

Through Zekere Zaak Advies, employers and clients in the cultural and creative sector could apply for a financial contribution towards a conversation with an advisor, making it easier to prepare well for that step.

What you can do yourself

Still want to get started with this topic? The scheme is closed, but you might still need advice about hiring a self-employed professional.

Three tips if you want to tackle this yourself:

1. Get informed about the Wet DBA (Dutch law on false self-employment). Find an employment lawyer or advisor who can tell you what the law means for your situation.

2. Read up through reliable sources. The websites of the Belastingdienst (Dutch Tax Authority), KvK (Chamber of Commerce) and Platform ACCT offer up-to-date information on false self-employment and employment contracts.

3. Get inspired: how did other employers and clients take this step? On this page you’ll find the experiences of applicants who already took it.

Experiences

What do participants say?

As a growing organisation, we increasingly needed clear personnel policy, job profiles, pay and good employership. With support through Zekere Zaak Advies, we laid the foundation and framework that we're now further developing and applying.
Ratna Lachmansingh - Director, Leiden International Film Festival & Zekere Zaak Advies applicant
If you can afford it, hire HR advice. It helps enormously when setting up an organisation where people are on employment contracts.
Annelies de Bruine - Business manager, Stichting Delphine
Don't just look at what the rules require, but also at how you want to shape your organisation and collaboration with people in a good, sustainable way.
Robert Kouijzer - Director-administrator, No Man's Land / Stichting CPRT
The first step towards employment contracts felt big and risky. Getting advice gave us a much more realistic and positive picture.
Christiaan Uytdehaage - Business director, Café Theater Festival
The scheme helped us get a clear picture of the relevant legislation, so we could make a well-informed decision.
Lisa Walraven - Office manager, Stichting Digital Playground
The scheme gave us the room to tackle things, instead of continuing to put them off.
Marieke van Dis - Business manager, Stichting Free-DOM
It was a good initiative to ask for advice upfront and be aware of the risks. I'd definitely recommend other employers and clients take this step too.
Lene Grooten - Business manager, Bureau Vergezicht
At the start, a lot was unclear about the law and we were genuinely searching for the best way to approach this. Thanks to the advice, we now know what to watch out for.
Ingrid van der Sanden - Operations manager, Muzelinck Centrum voor de Kunsten
